Awarded without open competition
Awarded without open competition. The buyer went directly to one or a few suppliers instead of advertising the contract. Procurement rules allow this only in specific cases, such as extreme urgency, when only one supplier can do the work, or for call-offs from an existing framework.

Description
A direct award is being made in accordance with regulation 32 of the Public Contracts Regulations 2015, following two unsucessful attempts to procure the service through open market competition. Awarding a 12 month contract under this provision will provide the necessary time to undertake a comprehensive procurement process for a new, long term contract covering the full scope of the service.
