Description
The Welsh Government requires a rigorous and comprehensive systematic review of: 1. Carbon pricing policies (including but not limited to emissions trading) implemented or considered in other parts of the world (at national, subnational or supranational level) and related to the following sectors: heating buildings, transport and agriculture. The review should cover the policies’ social and economic impacts, as well as their effectiveness in reducing GHG. 2. Mitigation policies to alleviate disproportionate impacts of carbon pricing policies on economically or socially vulnerable groups. Wherever possible/relevant, the bidder is encouraged to take an intersectional approach (see this Welsh Government report for a definition of intersectionality) in their consideration of vulnerable groups. 3.
