Description

Early Contractor Involvement (2 Stage) procurement by conducting mini competition through the Pagabo Civils and Infrastructure Framework Lot 2 Midlands - Water Supply & Waste Water in accordance with Public Contract Regulations 2015 (PCR15). A 2-stage procurement approach via the X22 - Early Contractor Involvement (ECI) mechanism through a NEC4 Engineering and Construction Contract. Stage 1 is the pre-construction ECI phase, with development of the scope, detailed design and agreement on price for construction. Stage 2 is the construction phase, with completion of any remaining detailed design. The 2-stage approach provided by Option X22 can be used to implement an early supply chain involvement strategy which aligns with 'best practice' guidance set out in the UK government's Construction Playbook (HM Government, 2022).
