Awarded without open competition
Awarded without open competition. The buyer went directly to one or a few suppliers instead of advertising the contract. Procurement rules allow this only in specific cases, such as extreme urgency, when only one supplier can do the work, or for call-offs from an existing framework.

Description
A new Delivery Agreement with Perfect Circle via the SCAPE Framework (competitively tendered single supplier framework) has been put in place to cover the Priority Phase 1 archaeological investigation and mitigation works at the Gywndod site. This is so that critical path works can commence while a larger competitive procurement exercise is undertaken for the remainder of archaeological works on the site.
