Torridge District Council is in the process of reviewing regeneration opportunities in Bideford, the primary town within the district. \r This procurement exercise seeks to identify and appoint an experienced, expert consultant, to lead on the development of a HM Treasury Business Case, using the 5-case model. This will align with Local and Central Government expectations, provide opportunities for grant funding applications and ensure robust, well informed, decision making that looks across the 5 dimensions of the project. This business case will need to provide robust evidence in order to provide reassurance and confidence not only to TDC but also to key stakeholders, including the Bideford Regeneration Board, Torridge Place Board, government partners and potential investors.
