Awarded without open competition
Awarded without open competition. The buyer went directly to one or a few suppliers instead of advertising the contract. Procurement rules allow this only in specific cases, such as extreme urgency, when only one supplier can do the work, or for call-offs from an existing framework.

Description
Caledonia Housing Association working in partnership with Perth and Kinross Council is in the process of delivering new affordable housing in Perth and these new properties form part of that programme. The site is owned by the Developer therefore it is a requirement of the sale that the design and build contract be awarded to Ogilvie Homes Ltd. This contract can only be awarded to this particular operator therefore Caledonia are using the negotiated procedure without prior publication of the contract notice.
