Awarded without open competition
Awarded without open competition. The buyer went directly to one or a few suppliers instead of advertising the contract. Procurement rules allow this only in specific cases, such as extreme urgency, when only one supplier can do the work, or for call-offs from an existing framework.

Description
The Thornaby to Stockton Cycleway project forms a key element of the delivery of the Tees Valley Combined Authority Strategic Transport Plan, the Local Cycling and Walking Infrastructure Plan (LCWIP), and the Council's wider objectives to encourage sustainable travel, improve connectivity and support healthier communities. A two-stage procurement process has been undertaken to appoint a Construction Partner to provide Stage 1 Early Contractor Involvement and Contract Pricing Services, with the potential to progress to Stage 2 Construction, subject to the successful completion of Stage 1 and agreement of the construction contract sum, programme, methodology and risk allocation. Tenders were invited through the NEPO211 Civil Engineering and Infrastructure Works Framework, Lot 5, and three compliant tenders were received. Tenders were evaluated in accordance with the published criteria of 30% Price, 60% Quality and 10% Social Value.
