Awarded without open competition
Awarded without open competition. The buyer went directly to one or a few suppliers instead of advertising the contract. Procurement rules allow this only in specific cases, such as extreme urgency, when only one supplier can do the work, or for call-offs from an existing framework.

Description
The Council has a financial position and legal requirement to obtain 'Best Consideration' for this site. Resources are required to progress commercial delivery of the site, drawing on the following work: - LIDP-funded concept study for a Clean Growth Hub / green industrial park (to completed March 2025)- scoping of site value, disposal and delivery options to achieve Best Consideration by external property consultant Jones Lang Lasalle (Aug - Oct 2025) which will report back initial findings to PAI DMT.A phased delivery process would encompass market assessment and technical studies to investigate the site - topography, soil condition, ecology / biodiversity, accessibility, utilities etc - and actions needed to prepare and de-risk delivery of the site prior to the Council disposing of this site through procuring a delivery or JV partner.
